As early as May of this year, the City of Hood River will begin charging a 3 percent service fee on all credit and debit card payments except utility payments. The new fee will help offset the nearly $80,000 in credit and debit card fees that the city absorbs each year, according to Finance Director Summer Sears.
The city’s intention in establishing the fee is to ensure fair treatment of its customers by matching costs to the individual customers that receive the convenience and other benefits of using a credit or debit card.

Sears also announced that in response to customer feedback, the city is changing its autopay and online bill payment provider. The new provider, Xpress Bill Pay, offers full integration with the city’s utility billing system to ensure that billing statements and posting of customer payments are accurate and timely.
Starting April 18, all customers previously using Payment Service Network (PSN) need to set up an account with Xpress Bill Pay. Instructions are located on the city’s website and in a newsletter that will arrive with the March utility statements.
