Governor Kitzhaber has declined to intervene with the Oregon Department of Fish and Wildlife's request to adjust their Oxbow Spring water rights, enabling nearby Cascade Locks the opportunity to sell both spring and ground water to Nestle' at a proposed city bottling facility.
